Patrick Ky is the Chief Executive Officer of ICAI. In this role, he spearheads strategic research and development programs in Air Traffic Management, Smart Airports, and Aviation Meteorology. Under his leadership, ICAI fosters international partnerships and drives translational research to advance global aviation innovation. Before joining ICAI, Patrick served for a decade as Executive Director of the European Union Aviation Safety Agency (EASA). During his tenure, he strengthened the agency’s global influence and led transformative initiatives to enhance aviation safety standards worldwide. And in an alternate universe? Patrick would be rockstar drummer.

Yean Guan oversees the air navigation services (ANS) programme and regional collaboration in air traffic management (ATM) research and development (R&D) in ICAI. Prior to ICAI, Mr Tan joined Civil Aviation Authority of Singapore (CAAS) as an air traffic controller and attained and maintained two air traffic control (ATC) ratings in Area (enroute) Control. He is also trained in flight procedure design, and played a major role in the development of the national and regional Performance Based Navigation (PBN) plans.

Blair is ICAI’s Chief International Collaboration, responsible for maintaining effective and mutually beneficial relationships with ANSPs, research institutes, transport ministries, civil aviation authorities, airports, ICAO, OEMs and international organizations. Prior to joining ICAI in 2025, Blair spent 12 years as IATA’s Asia-Pacific Regional Director focused on Safety and Flight Operations. Based in Singapore, he led a small team engaged in extensive advocacy work throughout the Asia-Pacific region representing the safety and operational interests of IATA member airlines.

Philip is the Chief Engineer for ICAI and is responsible for the R&D translation. He previously served in various local and overseas aviation leadership and management roles. Prior ICAI, Philip led enterprise software investment in Pavilion Capital. Philip started his career and served in the Singapore Armed Forces for 25 years. During his tenure in the SAF, he led several major programs and capability development initiatives. In another omniverse dimension, Philip would strive to be a franciscan monk.

Paul is the Head of Programme Management / Programme Director (Airport) at ICAI, where he leads collaborative R&D efforts with airport stakeholders to develop automation and robotics solutions that address manpower challenges. Prior to ICAI, Paul spent 28 years at a local entity, managing advanced projects in aerospace, robotics, UAVs, autonomous vehicles, and intelligent imaging systems. When he’s not pioneering the future of airports, Paul is known for pioneering the dance floor — fueled by his love of a good drink and his reputation as the life of the party.

As a Programme Manager for ATM-related projects and an engineer by training, Thomas oversees complex aviation systems with the precision of his life motto: a shrimp in ICAI. Inspired by Bubba in Forrest Gump, who viewed shrimp as the versatile "fruit of the sea," Thomas applies that same multi-faceted adaptability to his work. To him, the shrimp is an emblem of boundless horizons, mirroring the transformative potential of the R&D projects he drives today.

Phyo is passionate about advancing innovation in the aviation sector and brings diverse experience across public service, aviation, and engineering domains. He is currently focused on driving airport-related innovation projects.

Catherine is new to the aviation domain, and she's excited to contribute to its transformation by applying her experience in driving innovation and shaping regulatory and policy frameworks through public–private collaboration. Her background in multi-stakeholder research equips her to bring fresh ideas and forge partnerships that will shape the future of aviation.

Stephanie is the Office Manager. She doesn’t just know what happens in the office, she knows what you thought about doing before you did it. If you don't see her at work one day, trust that she is well on a private island she bought with her lottery winnings.

Advancing global aviation by bridging ATC expertise with innovative technology to optimise ATM performance and safety. Joe is currently developing AI-driven tools and connectivity solutions to eliminate information silos between industry stakeholders.

As the Software Lead at ICAI, Swain brings over 20 years of leadership excellence in software architecture, driving robotics, automation, and large-scale digital transformation. He has spearheaded multi-million-dollar innovation portfolios across the Manufacturing, Med-Tech, and Aviation sectors. As a multi-Microsoft Certified Expert and SAFe 6.0 Leader, he specialises in scaling high-performance teams and bridging the gap between complex architectural vision and mission-critical operational resilience. His motto in life is: Drive the Tech. Own the Party. Stay Focused.

Ian runs AI/Data strategy at ICAI. When he is not creating guardrails on models so it won't invent a taxi route, he is creating guardrails for the data pipeline so it won't invent the inputs. To Ian, AI is 10% models, 90% glue, 100% coping.

Nicole is the Corporate Communications Manager at ICAI. She brings her experience with large-scale organisations to the startup world, building robust communication frameworks from the ground up. Her work ensures brand consistency and keeps the team aligned as ICAI’s mission evolves. Off the clock, Nicole enjoys taking her cat on outdoor walks, a hobby that requires a unique blend of nature-loving and patience.

Jacob brings together regulators, industry partners, and research institutes to shape the future of aviation through collaborative innovation. He helps translate advances in AI, robotics, and autonomous systems into practical solutions that enhance airport safety, efficiency, and sustainability. He believes the most meaningful innovations emerge when people, ideas, and technology come together to solve real-world challenges.

Johan Orsingher is Chief Strategic Stakeholder Engagement at the International Centre for Aviation Innovation (ICAI) in Singapore, in this role he leads engagement with industry, regulators, research institutes and institutional partners to advance aviation innovation across the region. Prior to joining ICAI Johan worked in aviation, technology and strategy with 25 years of experience. He has led programs from SESAR in Europe or ATM teams for product or consulting services in various locations. He graduated in management from Strasbourg France, and has always worked where regulation, technology and commercial reality meet.

Kwang Sheun is Director, Product & Capability Development at ICAI, where he leads the transformation of research and development into innovative products and operational solutions, while advancing local engineering capabilities in the Air Navigation Services domain. With more than two decades of experience across advanced engineering, autonomous mobility, energy systems, electric vehicles, and defence technologies, Kwang Sheun has held leadership roles in both the public and private sectors, driving the adoption of emerging technologies and delivering impactful real-world solutions. Trained in electronics and computer engineering, he began his R&D career with Apple Computer, where he developed a strong foundation in user-centric design, engineering excellence, and innovation. These principles continue to shape his approach to technology leadership, talent development, and translating cutting-edge research into solutions that create meaningful value for industry and society.
